Ladies and Gentlemen,

Over the past 150 years (or so) , the General Medical Council (GMC) of the UK has consistently proved itself to be an outrageously racist , corrupt , and incompetent Medical Regulatory Body ; which has fundamentally lost the moral right to ethically regulate the Medical Profession in the UK.

Fiendishly hiding behind an utterly gruesome wall of Greedy Barristers and Compromized Judges (at the profound financial expense of almost 200,000 GMC Registered Doctors) , the General Medical Council has alarmingly managed to suavely get away with it's outrageous regulatory crimes ; while the equally liable Government of the UK sheepishly looks the other way.

To this effect , it has unanimously been decided that the best way forward would be to lawfully carve out a Brand New Medical Profession in the UK ; and legally offer all Medical Doctors all over the World a once-in-a-lifetime opportunity to make history with us.

The Medical Licensing Commission firmly believes that all Medical Graduates have already earned the right to practise in the Wellness Arena (albeit subject to certain Statutory Provisions) ; and as the Inaugural Grand Master of the MLC I will make it my urgent priority to comprehensively ensure that no Medical Graduate loses this right during my Leadership.

The current bottomline of the Medical Licensing Commission is as follows :

*Those GMC-Registered Doctors who wish to retain their GMC Licenses can still do so ; while lawfully keeping their MLC Licenses as a Solid Professional Back-Up.

*Those Medical Graduates who do not wish to be registered with the General Medical Council can directly align themselves with the Medical Licensing Commission as 'Registered Consultants'.

*Medical Doctors all over the World can also apply for their MLC Licenses in similar fashion too ; while still retaining their Local Medical Licenses from their various Medical Councils (and Medical Boards) if they so wish.

By the powers invested in me as Chief Regulator I hereby expunge the Previous MLC Requirement of a Certificate of Good Standing for all MLC Applicants.

All that is currently required for a 50 year MLC Practising License is a notarized copy of an Applicants Passport plus a notarized copy of their Basic Medical Degree and the appropriate MLC License Fee.

Medical Licensing Commission Registrants will be entitled to use a Brand New (Trademarked) Professional Prefix before their names ; should they not wish to use their Conventional Dr Title.

Speaking in Belfast , at the end of a Private Inspection Tour of an Alternative Medicine Facility , the Eminent Black British Human Rights Crusader delightfully said :

" 2007 was definitely one hell of a year for almost everybody , but it most very certainly still did have it's good points.

"When we started both of our Downing Street Petitions almost a year ago , someone in the GMC publicly boasted that we wouldn't get more than 2 Independently Validated Signatures - and that the whole GMC Abolition Campaign would sensationally collapse simply because (in their fickle-minded opinion) I was deemed to be Too Divisive and Too Anti-Establishment . . . whatever that means.

Thankfully , both of our Downing Street Petitions do seem to have done a little bit better than 2 Signatures at the present moment, at least so far , anyway.

But the profound beauty of the matter is that because we selflessly devoted one full year of Ear-Deafening Mayhem to our cause , over 200,000 Doctors in the United Kingdom will soon be enjoying the Profound Regulatory Benefits of an Absolutely Fabulous year".

Upon further questioning as to what exactly was going to be So Fabulous about the current year , he said :

"We begged for the GMC to be stripped of it's Core Adjudication Powers . . . and our prayers have recently just been resoundingly answered.

We also cried out for an Independent Clinical Tribunal to speedily come into force , and we are just about to get Parliamentary Legislation for it . . . in the form of the newly created Independent Adjudicator for the all of the Medical and Healthcare Professions.

We further appealed that the GMC also be stripped of it's Statutory Powers relating to Governance of Medical Education in the UK . . . and now (thanks to a recent report released only just a few days ago) that prayer is soon set to be firmly answered too , by way of the formation of an Independent Body to oversee Medical Education in the UK - even though it is highly likely that (due to serious logistics issues) the GMC may be temporarily asked to firmly handle all major facets of UK Medical Education , pending the arrival of such a long overdue body.

We additionally publicly called on the UK Government to have a tinsy winsy little look at Institutional Racism at the GMC . . . and (Lo and Behold) before we knew it , the Racial Equality Commissioners were avidly on the case , and (Hey Presto !) the 'New and Improved , Touchy Feely' GMC had dramatically rolled out it's Grand Old Dinosaurs and Big Guns for a Self-Serving (and Outrageously Nauseating) Ethnicity Census Tombola Party . . .

What's more , because the GMC is not about to be abolished anytime just yet , we have also been offered a Brand New Lease of Life and are now able to gloriously retain our Current Political Platform as an Independent Watchdog over the GMC ; for if the GMC had been abolished so soon , we would have then had to sadly pack our bags and gloomily trot of into the Sunset.

Medical Licensing Commission : A "Real World" Case Scenario

Simple Regulatory Example (See Legal Disclaimer BELOW):

Dr Graeme is a 49 year old Consultant Psychiatrist who was recently struck off the Welsh Medical Register after his former lover reported him to the Welsh Medical Council for allegedly calling her a 'Slut' and a 'Bitch' during sex.

The Welsh Medical Council (WMC) unanimously ruled that the domestic use of the words 'Slut' and 'Bitch' were fundamentally incompatible with the Status of a Registered Medical Practitioner in Mid Glamorgan - and struck him off the Register in total disgrace (even though the WMC President himself was still being allowed to practise after erroneously killing 234 patients over 25 years !).

However , Dr Graeme , was lucky enough to also have MLC Registration - although he never ever took the MLC quite seriously - until he bumped into his old Friend Professor Phil at the Sheraton Hotel Foyer - while secretly moonlighting as a Pizza Delivery Man (as he couldn't get any one else to employ him , thanks to the Massive Adverse Media Coverage concerning his WMC case).

Professor Phil had voluntarily surrendered his Statutory Medical License about 12 years earlier and was now a big name in the United States where he lectured on Health and Wellness Issues. This time the 'Fake Client' claimed that Dr Graeme had repetitively called her a 'Slapper' and a 'Tart' during his 'sixty minute' consultation with her.

Because he was already 'known' to the Welsh Medical Council (WMC) - it decisively swung into action without even hearing his own side of the story , immediately serving him with a Statutory Public Notice that he was currently being investigated.

An obtuse Litany of Lurid Allegations then followed in the Malicious Sunday Tabloid Press ( all of which were Ghost written by the said Journalist' ).

Thankfully, Dr Graeme was not as naive as he was many years ago - and was certainly not going to be a 'Sitting Duck' all over again.

So he Contacted the Best Regulatory Barrister in the business - and headed straight to the Courts to obtain a landmark injunction against the WMC, on grounds of lack of Jurisdiction.

Armed with all of the necessary documentation from the MLC , together with explicit Client Authorization/ Consent Forms clarifying that he was acting in the capacity of a MQWC not a RMP, plus all of the various Indemity Documents to back him up , the Cardiff High Court unanimously ruled that Dr Graeme had clearly represented himself as a Medically Qualified Wellness Consultant at that time ,even though he was also a Statutorily Registered Medical Practitioner.

The Court also found that the WMC lacked appropriate Jurisdiction on the matter and had actually unlawfully abused it's powers - while (simultaneously) maliciously infringing upon the Fundamental Human Rights of poor Dr Graeme.

The utterly alarmed Judges categorically referred the matter to the MLC - which then sympathetically advised the complainant to refer the matter to either the Courts or a Registered Arbitrator.

Nothing further was heard from either the Fake Client or Malicious Journalist ever again . . . and the vindicated Dr Graeme remained lawfully registered with both the WMC and the MLC - and lived happily ever after.

*All Medical Graduates from recognized Medical Schools who expediently registered with BOTH their Statutory Medical Board or Council AND the MLC - would still be able to put their Medical Degrees to ethical use concerning THOSE DUTIES OF A QUALIFIED MEDICAL GRADUATE WHICH DO NOT REQUIRE STATUTORY LICENSURE - even if their Statutory Medical Registration Body withdraws their License to practise Conventional (Orthodox) Clinical Medicine.

*All Medical Graduates from recognized Medical Schools who expediently registered with BOTH their Statutory Medical Board or Council AND the MLC - would still be able to put their Medical Degrees to ethical use concerning THOSE DUTIES OF A QUALIFIED MEDICAL GRADUATE WHICH DO NOT REQUIRE STATUTORY LICENSURE - even if they voluntarily surrender their License to practise Conventional (Orthodox) Clinical Medicine.

*All Medical Graduates from recognized Medical Schools who expediently registered with BOTH their Statutory Medical Board or Council AND the MLC - would be able to ethically classifiy certain responsibilities as THOSE DUTIES OF A QUALIFIED MEDICAL GRADUATE WHICH DO NOT REQUIRE STATUTORY LICENSURE - and distinguish such duties from other Statutory Resposbilities relating exclusively to their License to practise Conventional (Orthodox) Clinical Medicine.

In the event of their Statutory Medical Body unlawfully attempting to Discipline such Dually Registered Doctors in matters which relate to THOSE DUTIES OF A QUALIFIED MEDICAL GRADUATE WHICH DO NOT REQUIRE STATUTORY LICENSURE ; then the Dually Registered Doctors will be able to get a Court Order RESTRAINING the particular offending Statutory Medical Registration body from oppressing them - on the grounds that the Statutory Medical Body lacks appropriate Jurisdiction in the matter.

* Members of the Public who do not wish to forced into Conventional (Orthodox) Medical Treatments will be able to clearly distinguish those Certified Medical Graduates who have an additional MLC Qualifications ; and thus be assured of far much more Holistic Attention than the typical 9 Minute Orthodox Consultation.

*Full Empowerment of the Members of the Public will be guaranteed by the MLC - as almost all of the Tools , Testing Kits, Pills and Tests which are used by Medically Qualified Wellness Consultants are easily obtained Over the Counter - without any hassles what-so-ever.

*Appropriate Back-up will be consistently provided via International MultiDisciplinary Support Staff , Diagnistic Clinical Units and Approved Regional Medical Centers , to lawfully facilitate appropriate Referrals whenever the need arises.

*MLC Licentiates will be fundamentally encouraged to refer , whenever they are in any doubt what-so-ever.
